Ibn Othaymin, a leading saudi cleric, has issued a rabid fatwa, condemning the Hezbollah on the grounds that it is formed by "heretics", who "work for the destruction of the true Islam", a.k.a. of sunnism. This is the same sheikh who, in the 1990's, had decreed that the shia should be driven out of the arabian peninsula.

Conference on democracy in the muslim world

A friend just sent me this link advertising a conference held at the Center of Study of Islam and Democracy about democratization in the muslim world. At the outset of 2006, we are told that the German state Baden-Wuerttemberg is setting up a test for Muslims seeking citizenship. For Muslims. That weird special human species, you know...

A new handbook containing 30 questions will ask "those Muslims" on such issues as equality between men and women, 9-11, democracy, etc. Are these guys expecting a would-be terrorist answering that he was cheering after 9-11?

The questions will be posed "to applicants from the 57 nations in the Islamic Conference Organization (ICO)." So, they are seemingly thinking that Islam comes only from the ICO. That’s brilliant! How about French Muslims, American Muslims, south American Muslims, etc. This test, I think, will turn out to be useless and non-sense, and if anything, it will only worsen the situation of Muslims living in Germany and increase the stereotypes about Muslims in general.

Al-Qaradawi’s condemnation of London and Sharm El-Sheikh terrorist acts

Contrary to what people like T. Friedman try to convey, mainstream Muslim scholars or leaders did condemn terrorist attacks like 9-11. Following last attacks in London and more recently in Sharm El-Sheikh, many new condemnations have been issued. Chief among them is the recent one by Yusuf Al-Qaradawi. What is striking in this new “fatwa”, in my view, is its comprehensiveness, and the place it gives to details by answering some ambiguous questions. The main points raised by Al-Qaradawi here, are:

1. Total condemnation of terrorists acts all over the world like those having taken place recently in London, Turkey, and Sharm El-Sheikh.
2. Stressing that Islam prohibits the killing of people, except those in the fighting, which is restricted to face to face confrontation between the Muslims and the aggressors.
3. Explaining that not only Islam but "All divine religions in general and Islam in particular assert the sanctity of human life and strongly prohibit aggression against it". And that "all divine religions clearly state the blood of all human beings is sacred and unlawful to shed unless the human being himself committed a criminal act or caused corruption in the land or transgressed against the lives of others".
4. Warning that "Such heinous sin and abominable crime lead to Allah’s curse in this world and His severe punishment in the Hereafter." And that "Shari`ah has nothing to do with the acts of those few deviated people who follow its teachings but change them from their proper contexts. They claim to punish people because of injustices done by their rulers."
5. Stating that "Islam considers the act of issuing an entrance visa to a tourist to be a pledge of security given to this tourist, and hence it categorically prohibits transgressing the security given to tourist". The same applies to anybody who enters Islamic territories trough state authorities or any recognized body such as travel agencies.
6. And finally, saying that "the condemnation of such bombings and devastating acts doesn't mean a justification of the injustices and tragedies against Muslims in Palestine, Iraq, Afghanistan, and other Muslim countries". And that "It is not permissible to take the occurrence of such injustices as a pretext to perpetrate criminal acts."

Let’s see now what the implications of every point above are:

1. Such a condemnation at least makes life difficult to opportunists who try to conceal anything positive, that is taken place in the Muslim world, in order to nurture and perpetuate misunderstanding between the west and Islam.
2. The value of this point lies in its technical aspect, since it explicitly shows the situation in which fighting is permitted, which according to Al-Qaradawi, is only possible in case of direct confrontation. Such a stance rules out, not only terrorism and killing of civilians like those of London or Sharm El-Sheikh, but also killing anybody who is not taking part in battles or wars like most of the hostages in Iraq. It includes also, in my view, the killing of civilians, lawmakers, police, etc in Iraq for instance and dismisses Zarkaoui’s ideas as heretical.
3. This point is also very important. If mainstream Muslims get to know that all religions, not only Islam, condemn the killing of innocent lives, they should, in the same way they ask others to distinguish between Islam and Extremists acting in the name Islam, understand that Christianity or Judaism are not the driving forces behind some aggressions on the Muslim world. Therefore, we should continue promoting dialogue between religions for a better future for all of us.
4. This is one of the most efficient ways of fighting terrorism rhetoric and weapon: promising martyrdom and paradise to frustrated and hopeless people and would-be terrorists. The strong warning of Al-Qaradawi that such acts rather lead to God’s curse and punishment, is a means of fighting Al-Qaeda and its sympathizers on their own ground and can make these people question their beliefs and hopefully return to the “straight path”.
5. The technical aspect here is also most welcome. It gives explicit answer and leaves no ambiguity as far as dealing with tourists and any foreigner that enters Islamic territories with no intention to fight is concerned. I guess this was a hint from Al-Qaradawi to Sharm El-Sheikh massacre, but it applies to everywhere.
6. Any scholar that wants to avoid alienation from muslim masses and be heard must not forget to recall that all these condemnations do not condone at all injustices against Muslims in some parts of the world such as Palestine or Iraq. Failing to do so is a warranty that his condemnations will be rejected from mainstream people and dismissed as apologetical of the "west".

To conclude, I would say this is a good attitude that should be spread and extensively followed by all scholars, each dwelling on some details that close the door to wrong interpretations for which innocents pay the price. What is interesting also is that many points raised are not only mere and passive condemnations of terrorism, but provide offensive arguments to counter terrorism doctrine and rhetoric. One must be aware, however, that this should be complemented by other strategies that should be undertaken if we want to defeat terrorism. Apart from these kinds of fatwas, debate should be encouraged and should take place more frequently on the issue of terrorism and conflicts. It should gather scholars and non-scholars of antagonist views if we want to avoid the current somewhat deaf dialogue. Strong emphasis should be put on promoting ethics and justice whatever the ethnicity and the background of the protagonists or aggressors, Muslims or not Muslims, Arabs or not Arabs; only ethics and justice should prevail. The “west”, needless to say, should also play its part by isolating the “clash of civilizations” proponents and seeking genuine and fair solutions to conflicts in Palestine, Iraq and other parts of the world. Only then, we may dream of getting rid of the roots of terrorism.

A much awaited reaction to the anarchy of fatwas

A couple of months ago, we had a heated debate on the role high profile religious leaders should play in denouncing and dismissing some fatwas by the likes of Bin Laden and Zarkaoui, which, despite lacking any Islamic soundness whatsoever, have been condoning and calling for all kinds of violence and atrocity one may think of, even if they are directed against civilians.

Today, Al-Jazira website run an article about a meeting hosted by Jordan, which gathered around 180 scholars representing eight Sunni and Shia Muslim schools of thoughts, chief among them such prominent figures as Egypt’s Sheikh Al-Azhar Mohammed Sayyed Tantawi and Iraq's Grand Ayatollah Ali al-Sistani. The meeting aimed at finding means to stop unjustified violence committed in the name of Islam. One of the main steps in this direction was the issuance of the statement that it is forbidden and impossible to declare apostate anybody belonging to one of these eight schools, in a clear hint to the takfir and other fanatical movements who don’t think twice before declaring renegade Islamic minorities or people not sharing the same thoughts with them. Another stance adopted was this statement: "The issuance of religious edicts is limited to qualified Muslim clerics in the eight schools of jurisprudence.", in a clear reaction to the profusion of ill-founded fatwas in these times of crisis and hardship.

We cannot but praise such an initiative, and hopefully, this kind of meetings will take place on a regular basis. It must be clear, however, that the statements mentioned above, as much sincere they might be, won’t have the desired effect if they are not followed by systematic reactions by this group of eight schools, each time some “crazy” fatwa is issued or a terrorist act (in Iraq and elsewhere) is perpetrated in the name of Islam. General statements without any explicit verbal confrontation with terrorists’ rhetoric would be no more than yet another statement. It is time to call a spade a spade!

Abdulhamid al-Ansari on how to promote moderate Islam

In today's Wajhat, Abdulhamid al-Ansari lists a number of principles that should guide islamic discourse if we are to build a moderate but genuine brand of Islamic culture in the future:

I couldn't agree more on all of the above. Excrept:

Needless to say, such an initiative was long overdue. Saudi Arabia has only awakened to the evil nature of its destructive salafi ideology after it became the target of terrorist attacks on its own soil, and experienced firsthand the bloody consequences of hateful wahabi discourse. Much effort will be needed to bring an end to all these negative attitudes toward "the other" in Saudi culture, but today's first step is a good start which we should greet, in the hope that it will be followed by others, in what promises to be a long march toward the reformation of Saudi society.

"Hold the boos for Khatami"

In today's edition of the International Herald Tribune, a lucid and dispassionate assessment of Khatami's tenure as President of the Islamic Republic of Iran. due to appear in tomorrow's edition of The International Herald Tribune, where he tries to make the case that there is nothing scary about Islamic parties taking part in (and even winning) elections, provided some conditions safeguarding democratic freedoms are guaranteed. I cannot but be sympathetic to such view. Two quick comments are in order though. First, at the very beginning of his article, the author asserts that:

Based on my 30 years of empirical investigation into these parties - including my observations of fellow inmates during the 14 months I spent in an Egyptian prison - I can testify to a significant evolution on the part of political Islam. In fact, I believe we may be witnessing the emergence of Muslim parties that are truly democratic, akin to the Christian Democrats in Western Europe after World War II.

In my view, there is a big difference between abiding by democratic rules and believing in democratic values. If it is true that many political parties across the arab world are nowadays more ready (sometimes reluctantly) to get involved in the political game, to assert that these are "truly democratic" parties, without any factual evidence, to me seems to be a little of an overstatement. Second, at several occurrences, the author cites Morocco as a "bright spot" in the arab world, a country where recently implemented reforms herald the birth of a new era of democracy and human rights. As a Moroccan, I wish I could be as optimistic as the author: to me personally, the political game in Morocco is not as bright as Mr. Ibrahim seems to believe.

On human rights in Saudi Arabia and the corruption of the saudi religious establishment

On Sunday, May 15, three saudi political activists have been sentenced to lengthy prison terms for calling for the establishment of a constitutional monarchy in Saudi Arabia.

For a background on how the whole thing started, you can read the following Washington Post article (which, by the way, I learned about by reading a post on Jawad's blog). According to Human Rights Watch [English, Arabic] "the charges brought against them [the three activists] include incitement to unrest, attempting to disturb the peace, rebelling against the ruler, speaking to foreign media [how can this be a crime?], and incitement against the Wahhabi school of Islam. Using the defendants’ petition and other writings as evidence, the judges found that they had overstepped the bounds of criticism by challenging the king’s authority, according to press reports."

"The three men have consistently refused to sign a pledge to refrain from any further criticism of the government in return for having the charges against them dropped. Initially, 10 other individuals who supported the reform petition had been arrested together with the three defendants in March 2004. The government released these 10 detainees shortly after they agreed to sign a pledge to cease publicly speaking out for reform."

The three defendants also presented a detailed rebuttal of the charges against them in a 150-page document published on the Internet.

It is significant that the chief mufti of Saudi Arabia issued a fatwa condemning the action of these militants, describing it as a "fitna", i.e. a potential source of discord and social unrest. Once more, the Saudi religious establishment shows a deep complicity with the authorities. Instead of being a moral force for progress and human dignity (a role that at least a fraction islamic scholars have more of less tried to uphold during most of islamic history) , Saudi clerics side with an oppressing government and give their full support to absolute autocratic rule. Their motives? The following article, which appeared yesterday in Al-Quds al-Arabi, tries to answer this question:

To read the full article, click here.

As a side note: not many arab (or even international) newspapers talked about the harsh sentences received par the three Saudi activits, which is (in my view) and indication of the collusion of many journalists and publications with the saudi regime.

Qardawi: after the criticism, some praise :-)

After a tumultuous discussion on a certain fatwa of al-Qardawi's, I thought that, in fairness, we should also say something positive about him, so as not to be viewed as having a hidden agenda of character assasination. Here is an article by which has appeared some time ago in al-Ittihad by Khalid al-Harroub (one of Qardawi's critics about the fatwa elastique on Iraqi resistance), which highlights a particular position of the sheikh that I personally find very commendable:

To read full text of the article, click here.

The "resistance" in Iraq and the role of religious leaders: the case Youssouf al-Qardawi

Ever since the war in Iraq started, religious scholars from across the muslim world have almost unanimously declared that the US adventure was an unjustified and illegitimate war, and have called on the iraqi people to wage "jihad", i.e. to resist the invasion of US troops. Everybody knows what happened next: apart from attacks on invading soldiers, there has been the kidnapping of civilian hostages, all the beheadings, and (as is still going on) the daily killing of iraqi civilians (mainly shia, in an attempt on the part of fundamentalist groups affiliated with al-Qaeda to ignite a civil war between shias and sunnis) and of iraqi policemen, seen as traitors and "collaborators" with the invaders. Unless we again invoque some kind of conspiracy and, in a flight of irrational fancy, blame it all on foreign intelligence services, there should be no doubt that the great majority of these acts of random violence of criminal character are perpetrated by muslim individuals, most likely Baathists in alliance with al-Qaeda fighters. There should be no doubt also that the religious edicts (or "fatwas") issued by various religious sheikhs in the Gulf countries have played a great role in legitimating these attacks, which seldom raise any concern in muslim audiences watching al-Jazeera and other arab satellite TV channels.

In this post, rather than discussing the more virulent salafi fatwas legitimating the violence in Iraq, I would like to discuss the position of sheikh Youssouf al-Qardawi. This is a scholar who has always positioned himself to the "left" of the salafis, making pronouncements in favor of women's rights for example, and adopting far more flexible stances on most issues than many in our region. Yet, when it comes to politics, and to what I may dare to call the "politics of jihad", his positions are sometimes astonishingly short-sighted. In view of the war in Iraq, al-Qardawi considers that it is licit to kill anybody, muslim or not, civilian or military, who collaborates in any form with the occupation forces. Here are two background articles from last fall that give more details on the sheikh's positions:

1. First, an article by Khalid al-Harroub, to set the tone:

To read full text of the article, click here.

2. Then, an article by Abdulhamid al-Ansari, which gives a more detailed critique of the sheikh's position:

To read full article, click here.

If someone known for his moderation, like al-Qardawi, makes such fatwas, then one cannot help but ask: how much can we really trust the views of religious scholars in political matters?

A concerned muslim's take on the origin of "islamic" terrorism

This doesn't happen very often, but every once in a while, some muslim thinker will find the right words to denounce extremism in the name of Islam. Today, I want to share with the readers of this blog (if any :-) the following excellent opinion piece by Dr. Abdulhamid al-Ansari, who is a former Dean of the Department of Islamic Studies, University of Qatar (and who, as such, cannot easily be accused of being anti-islamic). This opinion has appeared in today's Koweiti newspaper al-Watan -- (I sort of "had" to copy the whole thing here because there was no specific link to this particular article):

Man, am I sick of conspiracy theories!

In response to the article of Khaled al-Dakheel, that I posted on this blog previously and that I had sent him privately, a Saudi friend (whom I love dearly) sent me (after a couple intervening emails) the following article from US News. The article is a little longish, but you will get the idea from reading the first page only. It talks about covert efforts by the US to promote "moderate" islamic thought within the arab world. Maybe I over-reacted, but I took my friend's message as an implicit warning against people such as al-Dakheel, labeled as "liberals", who are fooling faithful muslims on instructions from the CIA, and sent him the following answer:

*********
Salam,

Thank you for forwarding the link to that article from US News. I in fact knew about the covert efforts this article is talking about a long time ago. Yes, these efforts have some scary aspects to them, but they are quite natural: America has been targeted, and we should acknowledge the right of any nation that feels targeted to defend itself by any and all legitimate means. (Of course, we may argue about the legitimacy of the methods described in that US News article, but that is another story.) Now, since we know about these efforts, the worst thing that can happen, and it is in fact happening, is to label anyone who deviates from the mainstream of political or religious thought as a traitor and an agent of the CIA. I am sure many in your country and elsewhere will label Khalid al-Dakhil as a CIA agent, because he dared to deviate a tiny bit from "religiously correct" thought, and talk like Tabari did about historical incidents involving the Companions of the Prophet Muhammad (pbuh). That is in my view wrong, and only shows the intolerance and narrow-mindedness of a large part of muslims today and their profound inability to distinguish between legitimate analysis or criticism and illegitimate libel. We have become a nation that doesn't accept multiple views and interpretations, while historically islam has always known a multitude of views. And, even though there has always been a "tought police" that controls the orthodoxy of what is being said and done, never in the history of Islam has the control over ideas been as tight as it is today (as proof: if you read history books, you will find many unflattering details that great sunni scholars felt perfectly comfortable mentioning about the Companions of the Prophet, and which today are extremely taboo to talk about). Only a couple days ago, a jordanian islamist (Yaser Zaatra, whom you may know already), has written an article in a Moroccan islamist newspaper about the evolution of islamist movements in the arab world in the past two decades. Please read it and see for yourself how intolerant these so-called islamist groups were to one another; no wonder that they have committed atrocities in the name of islam everywhere on the planet, that they kill shia minorities in pakistan and now in iraq. I personally am completely sick of people who call the killing of iraqi policemen and civilians and the beheading of hostages "legitimate resistance" in the name of islam, without offering any viable political alternative, apart, maybe, from transforming iraq into a new taliban-like state(*). I am also very sick of these so called "scholars" and "intellectuals" (Zaatra is actually one of them) who continue to describe bin Laden and Zawahri as "Sheikhs" with total impunity -- not only that, they continue to enjoy acceptance and be invited in the mainstream media (on al-Jazeera for example), while everyone who dares describe the beheadings and other atrocities in iraq as acts of terrorism is denounced as a traitor and an agent of the West. If only the US intervention succeeds in reducing such a strong bias against reason, and restore some sanity to a completely insane world, I can assure you that many sick people like myself will in fact welcome it. History teaches us that not all foreign intervention by imperial powers is detrimental to indigenous people: if the french government hadn't put a lot of pressure on Morocco in the early nineties to come clean on human rights, moroccan prisons would perhaps still be full of political prisoners, to this very day.

Regarding the covert efforts themselves, well, as a proud muslim, who believes that islam is a true religion of justice and compassion, revealed and protected by God himself, I believe that, ultimately, no harm will be done, islam will not suffer, and muslims in the long run will only benefit from these tribulations and trials (provided they behave islamically, i.e. in a wise and measured fashion). In the early days of revelation, when our forefathers were a small and oppressed minority, they found great comfort in verses like this one, which may be applicable (to a certain extent) to our situation today: "And when those who disbelieve plot against thee (O Muhammad) to wound thee fatally, or to kill thee or to drive thee forth; they plot, but Allah (also) plotteth; and Allah is the best of plotters." Quran, 8-30

(*) When the so-called mujahedin took power in Afghanistan after they defeated soviet troops with CIA backing, didn't the country slip into a decade of famine and civil war, with millions of afghan refugees pouring into neighboring iran and pakistan and tens of thousands of civilians killed (maybe even more than the soviet killed) ?

Judging Tariq Ramdan

********

Dear Amine,

I think all of us here know how controversial a figure Tariq Ramadan is. This is someone who is equally disliked by our "religious right" (i.e. the salafis), by the "traditional right", i.e. people like the Muslim Brotherhood (despite the attempts of French media to induce us into believing the contrary), and by the leftists (i.e. the secularists). When I read articles on him written by his detractors (and you, to a large extent, did this in your piece too), people tend to focus on what they perceive as his "pitfalls" (according to their own, personal, often unorthodox or wishful interpretation of Islam), and do not care to mention also his more progressist positions in favor of democracy and secularism, nor do they care to note his fierce criticism of obscurantist and totalitarian dictatorships in the Arab world. I personally think that, in fairness, one should be very careful when trying to judge the action of as controversial a figure as TR, and not be subject to the usual "cliches" articulated in the French media. When you say: "Accusé, à juste raison parfois, de démagogie et de double discours (souvent modéré à l’écran et sur le papier, extrémiste lors de ses conférences et réunions associatives notamment en banlieue parisienne)", do you have any evidence to substantiate this alleged extremism? The way you phrased it means that you must _certainly_ have firsthand knowledge or have personally witnessed extremist views formulated by the Swiss intellectual. Could you please give your readers an idea of what these extremist views were? I have very often read this charge in French media (which everybody knows all too well how biased it is against any "non-republican" interpretation of Islam, whatever that means), and nobody has ever cared to give any piece of evidence to substantiate it. To me, the fact that TR has been invited to be a Visiting Professor at a prestigious american university is a clear indication that the faculty and administration of that institution did not give any credit to the ramblings of French journalists about the alleged extremism of TR in "private meetings" in the parisian suburbs. And please, please, don't cite the annulation of TR's visa: we all know who are the poeple behind this infamous episode. These are the same people who are planning for the perpetual US dominance of the world (I am sure you know about the PNAC - the Project for a New American Century), who are bent on silencing any voice that challenges this dominance, and who have waged a war in Congress to hijack freedom of expression and remove all anti-imperialist (e.g. Edward Said's) books from the curricula of american schools and universities.

I will be looking forward to hearing from you.

Let's get going!

For this first post in the Political Islam section, I choose the following, quite provocative opinion piece by a Saudi university professor and writer, on the theme of freedom of thought in muslim societies, that has appeared in yesterday's edition of "Wajhat Nadar", a newspaper from the Emirates:

For the full text of article, click here.

Without going as far as the author and talk about the ability to criticize the Companions of the Prophet Muhammmad (a legitimate question but a highly emotional and controversial one), the question of how much reverence a faithful muslim should reasonably have toward contemporary religious scholars is one that has occupied my mind for a long time. I am especially thinking of politically active scholars. Quite often, you will find that the followers of a islamist political group will not judge their own leaders by the same standards they judge others, and will interpret their sheikh's words and actions in the most benevolent way, while they would look at every idea or action coming from a leftist or from the West with extreme suspicion. I personally find such an attitude to be hypocritical and counterproductive. At the same time, I can certainly understand that religious leaders, being those entrusted with the noble task of "encouraging good and forbidding evil", should enjoy a certain degree of recognition and respect, and that too much criticism could undermine their moral authority. The question is: when we consider the words and action of contemporary religious scholars, where should the limit lie between due reverence and legitimate criticism?
